Getting mini-freezes. Gameplay appears choppy although FPS is fine.

I've tried all settings under "video". Reducing to all to low and halving my resolution (quartering) didn't help.

At a guess, it feels like something is being loaded in the background?

Anyone else experiencing this?

I have this too, kinda got used to it little bit, though would be nice to get the game fluid more. When ocasionaly game freezes, only NPC and gameplay stops but fog end enviroment animations still working so it is not like complite freeze for me.
Like OP states, the FPS are fine only it seems kinda not fluid, like something getting loaded or streamed or so.

I believe I had this same issue, I just updated my GPU drivers and the issue is gone for me.

I have a fix! Praise be.

Setting the priority of the cpu in the task manager to "realtime" has fixed my stuttering. It is a little surprising as I would have thought a 7700k would have handled it fine.
