Yeah, all of those rolls are pretty garbage, although execution chance was useful for completing that heroic deed that requires 50 executions, then never used it again. Execution build just isn’t useable on higher difficulties. If you stop attacking trying to execute, and then all the enemies group up to try to one shot you after the execution ends, two opportunities to fall the mission every time you try to execute. And exposed state is just big trash.

Ok, sorry then for you to be so single-minded in your way of doing your Character-building then.
And if you say Duration for slow and stun taken is useless and pointless because they are dead before it even works, then you are the one that should really do a makeover of your own Character and see it over to what you are in true need of.
And what makes you say Execution build is just an f88 time (whatever f88 is) and only noobs play with that, is certainly not true. It is pefectly possible to build and play a Character based on Execution. And it is certainly not some kind of Noob thing to do that, in fact it is a work of Art.
Have you ever tried to come up with and play a Character built on pure Imagination and say a huge BIG F to you GUIDE/Youtube that is SURE to kick ass? Go ahead and try it. Ignore Guides. Ignore Youtibe. Just you and your game and nothing else, whatsoever.

I agree with you idea and your list except for those : 100% chance to stun on next attack on Kill,loot quality,loot quantity, they seem useful to me.
Remove the rest would not be a great lost for any viable build i can think(i could be wrong)and that make finding useful gear and enchantments reroll at the forge much better.
On side note, not being able to see what enchantments we can roll for at the forge leave me really baffled for obvious reason, that also a change who would vastly improve the game imo.

Just because you don't find something useful... Doesn't mean other people don't. I think you need to revise your list there. A good portion of those are useless like the HP Regen in cover thing. But there are many there that aren't useless...Here are a few examples:
Berserk tokens on losing at least 10% HP in 1 second = It is a glue of Berserker Builds and I am using it now and doing lvl 115 missions.
Suppression on Hit when Suppression State is Overwhelmed = Lets you recover a huge amount of suppression if you are getting overwhelmed especially in higher lvl mission when a officer type enemy is draining your suppression at an accelerated rate.
Suppression regeneration when Suppression Status is Suppressed = Again can bring you back from the brink, because it gives a very large bonus in comparison to regular regen.
1% Health Regen for every 1% HP missing = Using this now and it is keeping me alive in lvl 115 mission. FAR from Useless... It drive my HP Regen through the roof. Amazingly Great for berserker builds... Only thing better is the demonforged enchant of 100% Health Regen.
Berserk tokens on activating a Massacre effect = Good way to start off a battle with a chuck of tokens... Especially if you are wondering around and your token count falls off. Would be even better if it activated for every effect rather than just the first one.
Chance to Fear nearby enemies on Kill in Berserk state = Don't use it, but thought about it. Good Crowd Control..
HP and Suppression on Kill in Berserk state = Can Keep you going in battles with big groups. Using it now. On Hit would be better but, you take what you can get.
duration for Slow and Stun taken = Good for Psykers who are under constant debuffs from warp anomalies.
You should drop the Execution stuff off the list = Those can help those builds in a variety of ways. You just have to have some imagination.
Again I am doing LVL 115 Missions and use many of those... I am kicking major ass with them too. I will be releasing my build here soon, as soon as I get done refining a few things.

i dont need guides to make build etc/ i play end game build. i will not waste my time or resources to build trash builds.
i am not single-minded in my way, just play smart not silly

u keep wasting ur time with crappy builds
. form the guy couldn't do 110 with psyker , cause u didn't want change things when 3 pp. tried to help u , u dont even that u can re roll relic items 6 re rolls. u even understand certain. aspect of the game ,
