Finished the main story, got a level 800 mission from the Conclave. Saw another purple mission in the star map and went to it. It was the Story mission where you meet the Inquisitor in his Fortress and decide his fate at the end. I repeated it for fun.

Afterwards Ragna did the same speech that you get at the end of the actual story mission, and then the Conclave message came in too. She then kept a green exclamation mark over her head and refuses to open the shop. My bags are getting full and I can't sell anything.

I went and did the level 800 mission and completed it - it now tells me to speak to Ragna, but she won't talk to me and still has the mark over her head.

I turned the system off, reloaded  and once again she did the post-story chat and conclave message and still refuses to progress the new mission or to open the shop.

Hope someone can help as it seems this issue was first reported some weeks ago and is still happening. 

In basic terms: I CAN'T PLAY ANY MORE :)

I can talk to captain ragna but after the conversation there is no possibility to access the shop or go to next misson.

Unable to interact with Ragna Von Wynter she has an exclamation mark sbove her head. I go through her cutscene and the mark stays leaving me unable to interact with her at all or her store .

Just hit the Ragna froze problem at the Harbingers of Hate on PS4. This is a definte game breaker problem. Needs to be fixed ASAP!

No staff in the world can keep up doing individual problem-solving in a game like this. Specially when the bug is widespread, as clearly seen by number of reports here.
