XBox: Cogitator does not unlock Covert Mission in Ivory Void Crusade

If you follow this map (https://steamcommunity.com/sharedfiles/filedetails/?id=1970090174), in the upper left corner you can find a cogitator after teleporting to a secret room. My tech priest keeps saying that this will open up a covert mission, but there is no covert mission available after exiting the map.
This happened 2 times in 2 runs and is thus reproducable.

I have uploaded the image to IMGUR and marked the missions. It is in the upper left corner. There is a cogitator hidden in the very upper left mission which is supposed (according to 2 guides that I found) to lead to a cover mission. The tech priest even says that the covert mission is available, but it never shows up in the map.

Which mission are you referring to? There are quite a few missions marked on the map.
