You can collect Tarot cards in missions and by right-clicking on them, they will randomly upgrade your Tarot cards.

There are 5 levels and each level requires more Tarot cards to upgrade.
In case there are cards you are not interested in and don't plan to use ever, do not upgrade them to level2 so they won't consume more Tarot cards which will get distributed only on those which are in use.
