Triglav Subsector won't unlock - Says I need to be lv 35 but I am, still won't unlock. Tried closing and opening game with no luck.

Hitting lv 36 unlocked it. Just seems there's a bug with the required level. I saw an old post form when it was power level based, and it said it required 1100 but people had to get at least 1101 for it to unlock. Bug has carried over to lvl system.
