The game shows I completed the Silence the Guns to unlock the Tactician perk. The text on the bottom of the perk shows green, yet I can't use the perk and it is still in "shadow."

Kindly note that you have to complete the 'No time wasted' Heroic Deed in order to get the perk.

The green text only shows the ability's positive attribute while the red text shows the negative one.
