Obviously make sure you meet the minimum spec too before making any formal complaints about the game! Hopefully the information is useful though and saves you a guys a little time in figuring out what settings will benefit you.

I don't know why but I can't get this game to run and look decent with a Ryzen 9 5950x and an rtx 3090... I like this game but it shouldn't run so shitty on a system that can run Cyberpunk at 153 fps at max settings. There's got to be something I've missed because I don't want to believe the game is just graphically broken trash.
Please try the following suggestions then:
- Disable the Frame Blending option in the settings
- Disable High Effects
- Disable the Steam overlay
- Disable the Temporal AA
This list helped various players in the past with the stuttering. I hope it will help you as well.
