When changing to a different character class Ragna retains the inventory of the previous class, meaning I can't purchase gear for my character until the refresh timer expires.

This is on PS4.

Known issue, you have to exit to main menu. Exit the game, relaunch the game with the character you want and the shop should sell proper items corresponding to your level.
