Innoculator not working properly

I have skilled "Field Surgery" under the Magos Biologis Secrets Skill Tree, which sets innoculator cooldown to zero once I get below 25% hit points. But although the innculator lights up poperly, it does not work. I can hammer the key, but the innuculator does not heal me.

It lights up even if you don't have charges left, maybe this is where the problems come from?

just had a great chance to test that (cabal assassination rebel missions xD) and works for me...
