Hollow bliss DLC is not playable even tho, i own it ?

According to the backend data this DLC is not purchased by you.
Could you please provide us a screenshot about the DLC list in the Main menu? Additionally if you hover the mouse over the DLC on the store page a small window should pop up with the text 'In library' in case you own it. Can you see this window?

Ok , so those blue lines on the left of dlc shows that it is in library , but ill provide screenshot as requested(yes i can see that it says in library)

, secondly the dlc is missing on main menu screen , but when i had enough currency to buy with points , it gave me an error and i dont remember what it was .

I believe you need to advance in the main campaign to unlock the Triglav Subsector, and then it will show up in the list.
From the Steam store description of the DLC:
(Please note that this assignment is only available after unlocking the Triglav Subsector.)
Ive got it unlocked ^^ can start any mission there and ive done all campaigns ( martyr/prophecy ) , other dlcs
