I cant start gathering storm. I'm on xbox AMD in the draco system it shows the purple investigation icon but not on any of the planets.

Can you see this purple tab in the right upper corner? https://gyazo.com/7784c09e54113b77b0fafbc5b4065d30

Click on it and you should be able to launch the mission in question.
