so I bought a new monitor https://amzn.to/2V3uIdi been playing with scaling down for performance, other games seem to leave my desktop partially visible when in fullscreen windowed mode, but at a lower resolution than my screen, inquisitor however stretches... some games have the same behavior in full screen essentially black bar-ing the edges.
