Here it is:

Double "+5% Critical Chance and +10 Critical Hit Strength against Slowed, Shocked, Stunned or Frozen targets."
Also, what does it mean when an enchant's square is bright turquoise (vs dull turquoise)?

The dimmed and the bright squares signify from which pool the enchants rolled onto this item. There is a primary and a secondary pool: the primary pool usually (but not necessarily) contains better, more powerful enchants compared to the secondary pool.

The values from the 2 enchants are added together. We do not consider these bugs, 2 enchants of the same type can roll onto a given item. The bright and dimmed squares signify the different pools from which they roll.
Ah, nice.
Thanks for clarifying.
The dimmed squares have a smaller pool? Or just a different pool? Would you be able to go into more detail?
