The first perk in the screenshot can't be re-rolled at all, no matter how many times I tried. The second one contains both the re-roll and the locked icon. In reality, it can't be re-rolled either. But the system happily takes my credits and resources, regardless.
It would be good to update the game so that resources and credits are only deducted if a re-roll actually happens...

Also, what's the actual chance to get 3 additional perks on a module (instead of just 2) when crafting? After crafting 26 defensor modules in a row (and running out of blueprints and resources), all of them came with only 2 extra perks. We're almost getting into lottery territory here...
