This appears to be intentional choice by the developers. I think it is a poor design choice on their part especially since this is not made clear when you pick your subclass. It's sad that I need to spend hours researching on the web before I start to play to know what subclass I should pick. I didn't figure this out until I googled this perk after I was level 40+. Very frustrating.
