Perks aVaialable, but cannot learn them

My reputation level is maxed out and I have lot of perks available, but cannot learn any of the perks available. Here is a screenshot of my perks tab - http://imgur.com/a/Eiq1S. I do remember taking perks while levelling, but I cannot learn them anymore :(. Please guide me to fix this issue. Thanks for the help :)

Same issue. I have 5000+ Rep, and can't get get any perks.

They show as there, but I can't "activate" any of them.
Skills and Auras work find.

This only happens in the Final Cut version, as far as I know.
Playing on Win 10, DX 11 and started with Default Warrior character.
