Have to get to lvl 12(or story quest around there) to open it.

At the end of the 3rd chapter, you can select whether your Inquisitor wants to be edgy or goody-two-shoes. I was hoping for a more granular approach: that decisions during your Inquisitors life gradually shifts you to one or the other path.
