The online coop can only be played on online servers?

Me and my friends just got the game and tried to play but everyone had rubber banding, lag, 250+ ping and disconnect problems turning impossible to play coop.
A  game, as big as this one, should allow players to host the game themselves and not being forced to use servers located on the other side of the world.
