Bleed stacks and chances

I'm trying to build *bleeding on physical skill hit* char and i'm encountering questionable stacking behaviour. I use heavy bolter, Full auto skill primarily.

First - I've got 60+% "chance to cause bleed on phys skill hit" on my gear and still i often fire dozens of bullets in one target (with or without +2 proj doctrine - doesn't matter) ending up with 1-2 bleed stacks. Looks more like 6.2% instead of 62%. It works always like this (except futher described case), never noticed believable 62% to cause bleed.

Second - using mentioned above mechanics AND "Fleshbane attacks also cause bleed" sometimes breaks something and i cause more than 5 bleed stacks total and 5 stacks with one hit. I managed to catch this on tougher enemy.

ATM I don't know why it does not stack properly but we will check on this enchant.

I've gathered some gear and managed to reach 100% bleed on phys skill hit (if I calculate chances correctly).



Bur even with 100% chance bleed doesn't occur on every phys skill hit. 

Can anyone from dev-team elaborate on how it's supposed to work? Is it a bug or a feature?
