Affix 15% supply pack bugged

I did 5+ normal missions and 2 priority requests, so round about 12+ mission.

My innoculator does have the affix mentioned in the title and i didnt get a single drop of supply packs from an elite or champion. I could be rather unlucky, but this seems kinda fuzzy.
