We haven't got such reports about any of our DLCs so far, most likely there are some settings which prevent you from purchasing the DLC. Please contact Steam's support, they will be able to assist you in the matter.

Sounds like a problem for Steam to take care of, not Neocore.

Or an issue for you to take care of, like updating of your Card Info or Info on your Paypal or something you have not checked or SOMETHING.
