Perks dont work in multiplayer

My whole build is made around these sniping perks. When I go into multiplayer and they don't work Its frustrating to say the least. Rapid elimination protocol works fine in single player, but when i score a one shot sniper shot in multiplayer the cooldown doesnt reset as it should.
