Those characters are still stuck but a character i managed to get to the command base i able to move on.

So the two characters i had exited the game prior to reaching the command base, and when loading the characters it just brought me to the level selection screen where if u selected one you wouldnt be able to travel to that level. In that state, i was able to access the skills, inventory, journal and character screens, but couldn't go to the command base.  My third character, i had continued the story until i was able to access the command base then i had the same problem. I then tried to select a level with that character again (a day later, after i had posted here and you answered) which worked.

Yes. The two characters i had exited out with prior to finishing the tutorials, when logging in with them it brought be to the starmap showing me the Iona V, Aethon Prime, Tartarus IV and Carnus Maxima. From there, clicking on any of those levels brought up a screen with the description and the X to travel button, but greyed out and unselectable. I can access the inventory, character sheet, passives, heroic deeds, journal, options and main menu. I could not select command  bridge.
