Crit strength and crit damage - exclusive to each other?

So I've been rerolling stuff on my signums and for the life of me I can't get both at the same time... As soon as crit damage is not there, crit strength shows up in reroll... Is it true or am I really unlucky? I've spent millions of credits and thousands of ancient mechanisms trying to get both with no luck...

But I mean crit strength vs crit damage. I can get crit chance with crit damage OR crit strength. I can't get crit strength AND crit damage at the same time.
