I assume you were referring to the Champion of the God Emperor Heroic Deed which grants this perk. The "No Mercy" perk is a Crusader-only perk which cannot be used by other classes.
As for why this Heroic Deed appears if you use the Assassin-only filter option, I'm not sure but I forwarded the problem to the testers to look into it.

You mean the perk got unlocked by your character but you cannot find it in the Perk list for your Crusader?
I mean the perk gets unlocked by my character (an Assassin), but I cannot find it in the Perk list for my Assassin. I do not understand why I can see Crusader perks, if I click on "only Assassin" perks.
