Tell me please, what is the hall of heroes?

How and for what points are added to the rating? And where can you find out about it?

In each Season players can get points by obtaining good positions in system leaderbards, weekly glory and PvP. Once a Season ends (a new season comes out) no more points can be collected any longer.
