After completing all the tasks of stage 2, no reward is issued. Maybe the problem is that stage 1 has not been completed? Because I saw a topic on the forum that this is a bug for many, when the 13th task of stage 1 is not counted. I also have 3 \ 7 progress. Or I don't quite understand how to get the award. Please help

The 3/7 bug of the Empyrean Catalogue Seasonal objective got fixed internally and currently awaits for an update on our end. We will release the hotfix in the coming days.

As for your assumption, it was correct: until you do not complete all the objectives below a given tier you cannot receive the rewards granted after completing that tier.
