Error: Character creation not working

When I select any difficulty and class, the character isn't created. Clicking "create" just sends me back to the beginning. What's the error? How do I fix it?

Could you try verifying the integrity of your game files on Steam?
If that doesn't work I suggest you additionally delete all game files manually from your PC, before then re-installing the game (instead of using the 'uninstall' function of Steam)
