In offline mode only character DLCs are working. Small DLCs like "occult siege" are inaccessible. All of them are activated in Steam.

Hi!

Most DLCs you'll get access to as you're progressing in the game. You'll have a station on your main ship area for the cosmetic DLCs, and a separate station for the mission-based ones.
