Chance to *smth* on skill hit

How enchants like "+20% chance to inflict Bleeding on physical skill Hit" are supposed to work? 

I've got 19% on both signums, 15% on weapon (Heavy bolter) and 9% on Purity seal, so it's 62% (if they stack) total. 

I've got psalm doctrine which gives me 2 additional projectiles for each fired. 

So with heavy bolter LMB attack i fire dozens of projectiles per second point blank into the face of enemy but still somehow don't get more than 2 stacks of bleed in 3-5 seconds. Sometimes i may burn through all my 142 ammo (keeping in mind 2 additional projectiles for every ammo) and inflict 3 stacks total. Doesn't look like 62% at all.


Is there some base chance for inflicting bleeding with physycal hit which is being increased by those enchants? 

Or is it just a bug?

Well, I do believe and think it is, as I explained. If you do have 62% chance to hit or whatever, it is the main shot that counts for the % Chance, since as I explained those 2 additional Shots is JUST THAT and nothing else. Those 2 adds is nothing but just only shots- The 2 adds is (Think of it as) kinda "Free".and doing just Dmg with no modifiers whatsoever.

But then again, don´t take it as  THE WORD of it from me. I am just one trying to explain in a manageable manner, and not being the expert here. Just trying to help out a fellow player here, but am again the one ending up with Thumbs down for actually trying to help out.
Imagine what the "Expert(s)" could have explained in trying out, if they weren´t too busy just throwing out Thumbs Down for the ones that actually give it a try.

I will imagine a Dev (Marcopolocs) I imagine, is gonna pass by here, and then he will explain it properly and even check out stuff, and may even discover if there ever may be a bug with this mechanism. And in the same time He can take a look at my Profile as well, and when he does, he can actually do me the favor of PERMANENTLY DELETE my so-called "Followers", that just loves to give me Thumbs down, for whatever reason.

Even without 2 additional  bullets (though they also do Hit and enchant says about Hits) the chances just aren't there. I often fire 20-30 bullets and it's still 1 bleed stack (close to impossible with fair 62% chance). Something's off there.

Yes, it is every % Chance do stack, so if you have a total of 62% to cause Bleeding on Physical Skill Hit, it is for each shot fired. Which I believe is for each SHOT that is FIRED. So if you do shoot one time, and do have those extra projectiles fired with that base shot, it still counts as only THE BASE SHOT you fired. It doesn´t affect the ADDITIONAL shots that comes from THE base (single) shot.

So that means your 2 ADDITIONAL for each ONE fired, does not count into the 62% to ALSO Cause Bleeding. Those 2 Additional is just that, and nothing else.

And I think this is the correct thing as explained. If something is wrong here, others, pls correct me.
