Can't summon Kastelan Robot

As said, I can't summon the Kastelan Robot with my Tech-Adept lvl23.

I can choose and place the skill, but if I start a mission the icon is replaced with "Kastelan Repair". There is no Kastelan Robot and no reserved Data-Flux.

The Kastelan Bots should be there from the beginning when you spawn in. You can't summon them just repair when they shut down.

If there aren't any big red robots around when you spawn in the mission there's something wrong...
