Bio-Lightning is not considered AOE

I've been running a Bio-Lightning build for my psyker and since I had noticed changes in my damage from the passive skill tree +1.5% aoe damage so i assumed it would work on the effect from items and archeotech shards as well. My other aoe abilities gets buffed from items(and arecheotech shards) but Bio-Lightining does not for some reason.
