Okay, so after first thinking it was a bug and then checking on a psyker the bottom line of HCD just plain doesn't seem worth the investment for a non crusader given that to get the two line end skills you'd be paying a four point tax that doesn't even have the decency to give you anything worthwhile given as only a crusader is going to use or have access to focus. It's kind of a pity really as I've found invigorating faith to be useful.
