Aether Strike no global cooldown(had it at 0.2 cooldown)

Aether Strike doesn't have the global cooldown and I got it down to 0.2 cooldown for fun by adding all the cooldown shards to my weapons.

I kind of want to see what would happen if i actually had cooldown on all my gear, could i get it down to 0.1..to less than 0.1? Could be interesting.
