So I got bored with first character since hes PL4 and has nothing much left to do at the moment so I started a new one.

Problem is despite being PL1 and the crafting window saying it will make PL1 gear its actually giving me PL4 stuff.

Not sure which is wrong, the window telling me the power level or the level itself, im guessing the level itself.

Either way I cant craft PL1 gear for my new guy.
