You must be experiencing some kind of a bug then that isn't collective, because it trigger for me and I have thunderbolt of authority trigger on active shield on my main implant, will say however if you're expecting to see yellow bursting lightning like seasonal sometimes do, then that is not how the thunderbolt of authority looks it blows out a blueish lighting that jump from enemy to enemy.

I do not think I believe you when you saying when it is active. Because if I can remember correctly, mostly of those Triggers is based on +X% Chance for it to Trigger WHILE and WHEN your Shield is active.

I do not think it says: When you have Energy Shield Active, you will ALWAYS Trigger Thunderbolt of Authority on HIT taken.
