Skill goes on CD but not activated

When you are trying activate the skill (as a psyker) and AT THE SAME TIME are effected with KNOCKBACK debuff, skill goes on cooldown but doesn't activate. I think it should be in such a way that if skill wasn't activated, it doesn't go on CD.
