Basically something isnt right with the interaction between the 2 reserve skills, the perk, and the 15%  items.  I've got 1 15%, armor, both the 15 and 5 skills, and the 20 perk, and yet I only come to 23%.  Tried taking everything off and re-picking the skills, and adding one step at a time checking the reserve of kastelan each time, adding both skills lowered it, the armor lowered it further, the perk however...did not.  It stuck at 23%.  When I removed the perk suddenly it jumped up to 33% so I'm thinking something isnt playing nice together, overwriting eachother, something.   I'm using single player if that helps.
