question about slow debuff and suppression resistance

hey, i have a question about the slow debuff :
If I have the weapon enchantment "Critical hit slowdown", it ignores the target's suppression resistance. that is, I can slow ALL down on a critial hit. independent of your suppression resistance (green).
but when I pass the passive skill tress - damage over time - haemophilic shok, a bleeding debuff on a target with green suppression resistance, he does not get a slow debuff.
my question is, does the weapon enchantment ignore the surpression mechanics or is it a bug ?
