Optimised sniping pattern perk not working when switching weapons

The optimised sniping pattern perk works only until I switch to another weapon, when I switch back, it ceases to work for the rest of the mission. This seems to be triggered by conflict with other cooldown reduction effects (the psalm doctrine and some of the passives from the Movement tree affect this)
