Last year (feb 2017 if i am not mistaken) i have bought throne agent pack (basic) will i get any dlc's with it? like pre order dlc or seeds of corruption ? or if not can i upgreat my version of the game to higher by paying the difference in price between packs?

If you bought the Throne Agent Pack, you won't get any DLCs. The Seeds of Corruption was an exclusive deal with White Dwarf, but after release it will be available for free for everyone.

Later you will be able to upgrade, by paying the difference in price. Right now, this feature is not available unfortunately.
