Noob starting a seasonal character ARPG Veteran wants to know where are all the builds at, or do i just need to jump in with no idea what i'm doing?

D3 has D3Planner so why is there no tool to share builds or plan them, and why when i search can i only find 1 youtube build video that is current and not 1 to 3 years old.

Are there any sites which has any up to date builds?
